In April 2015, the Ministry of Finance issued the Notice on the Financial Support Policy for the Promotion and Application of New Energy Vehicles in 2016-2020, including the Notice on Printing and Developing the Infrastructure for Electric Vehicle Charging Infrastructure (2015-2020) and New A series of new energy vehicle related policies, such as the Energy Vehicle Carbon Quota Management Measures (Draft for Comment) and the Notice on Adjusting the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles, have been introduced. In March of this year, the Ministry of Industry and Information Technology, the Ministry of Development and Reform, the Ministry of Science and Technology, and the Ministry of Finance jointly issued the Action Plan for Promoting the Development of Automotive Power Battery Industry, aiming to accelerate the development of China's automotive power battery industry and promote new energy vehicles. The industry is healthy and sustainable.

The white paper analysis pointed out that the trend of China's new energy vehicle national policy orientation is mainly reflected in strengthening the standardized management of the new energy automobile industry, highlighting the safety management of new energy vehicle products and strengthening the standardization of new energy vehicles.

The technology-oriented trend covers three dimensions of power battery, fuel cell and charging facility.

The performance of charging facilities is to increase the R&D of science and technology and encourage the innovation of business models to promote the industry forward. In research and development, we will accelerate the development of new power-on-replacement technologies and equipment such as high power density, high conversion efficiency, high applicability, wireless charging, and mobile charging.

The main problems of China's new energy vehicles are concentrated on the safety hazards of new energy auto parts, the slow layout of charging infrastructure and the professional qualifications of new energy auto practitioners.

In response to the safety hazards of new energy auto parts, the white paper lists many items of mandatory safety standards for new energy vehicles, including energy storage devices, operational safety and fault protection, personnel electric shock protection, collision safety, EMC (electromagnetic compatibility), and Low speed sounds, etc.

The main high-voltage system components inside the new energy vehicle include inverters with drive motors, on-board chargers, DC/DC and AC/DC converters, electric heaters and high-voltage battery packs. EMC testing of the above components is combined with high voltage. The wire environment, the high-voltage wiring harness inside the car and the related tests of the battery will provide a guarantee for eliminating the safety hazards of new energy auto parts.

As for the professional qualifications of new energy vehicles, there are no corresponding standards and requirements in China. In April 2012, Germany established the qualification standard for new energy vehicle technology practitioners - BGI/GUV - I8686E. According to the scope of work and risk level of the practitioners, the training is divided into non-high voltage electric working and high voltage without electric environment.
