1. Development history of the Anti-Spam Working Group
In 2004, at the World Telecommunication Conference, ITU-T issued two related resolutions (Resolution 51-Anti-Spam, Resolution 52-Anti-Spam through Technical Means), which required formal launch in ITU-T Anti-spam work, and commissioned ITU-T SG17 to establish a corresponding research group to carry out corresponding standard research, mainly responsible for technical anti-spam related standards research and anti-spam cooperation with relevant international organizations. During the 2005 ~ 2008 research period, Dr. Chen Jianyong, Vice Chairman of ITU-T SG17, was specifically responsible for the formation of the Anti-Spam Working Group. In this research period, the focus of work is mainly to determine the scope of standard research and establish a standard research system. Especially in terms of the scope of standard research, mainly the definition of spam often involves laws and regulations, and there are great differences in the laws and regulations of various countries, so the discussion is very intense, and finally the scope of research should be limited to the scope of technical solutions. During this study period, several ITU-T recommendations were issued.
At the 2008 World Telecommunication Conference, it first recognized the research results of the Anti-Spam Group and emphasized the importance of continuing to carry out related work. It issued Resolution 52-Resisting and Fighting against Spam, and Continuing and Strengthening Anti-Spam Related standards research. During the research period of 2009 ~ 2012, ITU-T SG17 made some adjustments according to the resolution of the 2008 World Telecommunication Conference, and assigned ITU-T Q.5 / 17 Anti-Spam Problem Group to ITU-T WP1 / 17 (Network and Information Security Work group),
2. ITU-T anti-spam research system
After many meetings and discussions, combined with the recommendations given by TSAG, the Anti-Spam Working Group determined the research system, including technical requirements, research baseline, technical framework and implementation technology. At present, the research system shown in Figure 3 has been basically established.

At the technical demand level, analyze the situation of spam information as a whole and clarify the anti-spam technology requirements; at the research baseline level, standardize the management ideas of the main types of spam information; at the technical framework level, separately manage the frameworks of the main types of spam information Standardize and determine the technical framework and corresponding governance points needed to manage a certain type of spam; at the implementation technical level, the specific anti-spam information technology required in the technical framework is standardized.
3. Introduction of ITU-T anti-spam recommendations
According to the research system and the actual project establishment situation, the Anti-Spam Working Group has issued and formulated some recommendations, see Figure 4, the published ones include X.1231, X.1240, X.1241, X.1242, X.1244, X.sup6, etc., including anti-spam, anti-spam SMS, anti-IP multimedia application spam, etc.
