2. Project overview and scope of tender

2.1 Project Name: Yunnan Yuanxin Carbon Co., Ltd. 600kt/a carbon project Phase II project waste heat boiler and its subsidiary equipment procurement (re-bidding) (Tender No.: 0848-1740HW108281).

2.2 Project Overview: The Kunming Non-ferrous Metallurgy Design and Research Institute Co., Ltd. carried out the project general contracting for the second phase project of Yunnan Yuanxin Carbon Co., Ltd. 600kt/a carbon project. The second phase construction site of Yunnan Yuanxin Carbon Co., Ltd. 600kt/a carbon project is located in the plant area of ​​Yunnan Yuanxin Carbon Co., Ltd., Yangjie Industrial Park, Jianshui County, Honghe Prefecture, China. Geographical location: Longitude 102°52′24.13′′, Longitude 23°42′3.49′′.

2.3 Division of bids: This project does not divide bids.

2.4 Bidding scope: Two complete waste heat boilers and their ancillary equipment, including equipment supply and related services. For details, see Chapter 5 "Cargo demand and technical requirements".

2.5 Delivery period: 180 calendar days after the signing of the contract is completed.

2.6 Delivery place: Project site of Yunnan Yuanxin Carbon Co., Ltd., Yangjie Industrial Park, Jianshui County, Honghe Prefecture, Yunnan Province.

2.7 Quality requirements: meet national and industry-related requirements, meet design document requirements, qualify equipment quality, and pass one-time acceptance.

2.8 Sources of Funds: Self-financing by enterprises.

3, bidder qualification requirements

3.1 Qualification requirements: The bidder shall be a manufacturer or agent with independent legal personality registered by the State Administration for Industry and Commerce, and shall have the ability to supply the corresponding tendering project.

3.2 Financial requirements: The bidder has not been ordered to suspend business or the property has been taken over, frozen or bankruptcy; provide the annual financial statements for 2014-2016 (if the establishment time is less than three years, provide the existing statements).

3.3 Performance requirements: The bidder must have at least one supply performance that is similar to this project from 2014 till now (certified material is a copy of valid contract).

3.4 Credit requirements: The bidder shall have a good reputation, and has not been canceled by the competent administrative department of construction for bad conduct records; he has no major illegal records in the past three years; he is in accordance with the "Memorandum of Cooperation Concerning the Implementation of Joint Disciplinary Punishment against the Untrustworthy Person" and " Regarding the spirit of the "Notice of Implementing Joint Disciplinary Actions against Untrusted Persons in Tendering and Bidding Activities", bidders should not be listed as untrustworthy persons currently.

3.5 The Bidder shall provide the enterprise and legal representative issued by the procuratorial agency the “Notification Letter for Inquiring about Bribery Criminal Files Results”.

3.6 When agents participate in bidding, the main equipment (boiler steam system piping) must provide the manufacturer's authorization for this project. A manufacturer can only commission one agent to bid for the same model of the same brand of equipment.

3.7 Manufacturers must have ISO9001 quality management system certification.

3.8 If the bidding goods implement a production and operating permit system, they shall have corresponding production and operating licenses.

3.9 Manufacturers must have a special equipment manufacturing license (boiler) that meets the scope of this procurement when participating in the bidding.

3.10 Agents must have a special equipment manufacturing license (boiler) that complies with the procurement scope of the manufacturer and a permit for the installation, modification and maintenance of special equipment (boiler).

3.11 The Commonwealth does not accept bids in this tender.
